Youth Program Manager

The Tri-County Council for the Lower Eastern Shore of Maryland is seeking a Youth Program Manager for its' workforce division. A division of Tri-County Council, the Lower Shore Workforce Alliance (LSWA) provides Title 1 Adult, Dislocated Worker and Youth programs under the Workforce Innovation and Opportunity Act (WIOA( of 2014. LSWA serves the three lower counties of Maryland's Eastern Shore: Somerset, Wicomico and Worcester. All aspects of the WIOA Youth Program are operated by LSWA's Youth Program Manager.

 

Essential Duties and Responsibilities:

* Understand and follow all policies, regulations, and requirements for youth programs under the Workforce Innovation and Opportunity Act (WIOA)

* Seeks, identifies and successfully implements new programs and services eligible for WIOA funding
* Make independent decisions based on regulations, budget, the strategic plan, and compliance

* Community outreach: identify what needs the community requires; conduct effective presentations ot all size groups
* Design and produce documentation for targeted audiences to propose, explain and/or promote QIOA youth programs
* Creates and updates all program forms and training materials
* Oversee sub-grant recipients: train staff, maintain communication, evaluate adherence to contractual requirements; review, evaluate, and approve payment requests; approve participant enrollments; interview all incoming participants, conduct on-site visits
* Grant management: provide assistance to youth service providers, develop RFP's; ensure compliance according to contracts
* Participate in youth program budget development; operates within the annual budget; understand allowable expenditures and disallowed costs
* Maintains organized and structured electronic records

Requirements:
* Bachelor's degree in related field or the equivalent combination of education, training and experience
* Prior experience determining program eligibility or program compliance is preferred
* Strong computer skills, especially internet research, Microsoft Office, email; working knowledge of Maryland Workforce Exchange (MWE)
* Procurement, grant management, program management OR project management experience
* Qualities: logical, team work, leadership, multi-tasker, time management and attention to detail
* Ability to foster strong working relationships with internal and external partners
* Strong communication and presentation skills

 
Bus Operators - Fixed Route Full & Part Time Positions Available

Full and Part Time positions available
Pay rate for CDL B with air brakes and passenger endorsement $12.90 - $13.16 hourly

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Safely operates assigned vehicle to transport passengers over specified routes to local or distant points according to time schedule
  • Picks up and drops off passengers to scheduled medical appointments.
  • Schedule will include evenings/nights, weekends and holidays, varying shifts & routes

 

REQUIREMENTS:

  • Minimum of a current CDL B Driver’s Permit with air brakes & passenger endorsement
  • Valid DOT physical
  • Acceptable current driving record
  • Physically able to load/unload and secure wheelchair customers
  • Employment contingent on satisfactory results of mandatory DOT drug screening and background check
